Calculate extra traffic
POST/vms/:vm_id/traffic/topup/quote
traffic_tb is an integer; one unit is 1099511627776 bytes (1024⁴). Extra traffic has a fixed price without integration markup and applies only to the current traffic period. Copy expected_period_id from the quote into the purchase to detect a period change (409 quote_expired).
This calculation creates no order, charge or reservation. It can be called with an insufficient balance. Use amount_usd as expected_amount_usd when confirming the purchase.
