Cloud announcements and scheduled maintenance. Only enabled alerts are returned, newest first by created_at and id. Both texts are included in the same response. created_at is the creation date; starts_at and ends_at are optional event dates in UTC (ISO 8601). Future events are visible immediately. Past events remain listed while the alert is enabled. When no alerts exist, alerts is an empty array.

location_id links an alert to one location. location_name and country_code are stored in the alert: use them for the label and flag. For a general alert, all three fields may be null. The stored name and country code remain unchanged when the linked location is renamed or deleted; deletion sets location_id to null.
